MINNEAPOLIS – Today in Minneapolis, U-S Attorney General Merrick Garland leads off the U-S Justice Department’s expected release of findings in their investigation of the Minneapolis Police Department after George Floyd’s murder:

The central question is whether Minneapolis Police engaged in a “pattern or practice” of illegal conduct, and the federal investigation is of broader scope than an earlier probe by the state Human Rights Department, which found a pattern of discriminatory behavior by Minneapolis officers in the decade prior to Floyd’s murder by then-officer Derek Chauvin.

The Minneapolis City Council this spring approved reforms to settle the state’s human rights case against the Minneapolis Police Department.

In response to the U-S Justice Department investigation, the usual process is that Minneapolis officials would begin negotiating a consent decree with the federal government, which would be enforceable by the courts.
