Holien: Development in northeast Watertown has been “mismanaged”  (Audio)

WATERTOWN, S.D.–As the Watertown City Council considers whether to approve a Planned Unit Development, or PUD, in the Eastwoods Addition of northeast Watertown, Mayor Ried Holien is looking at residential development in that part of the city as a whole.

The PUD would consist of three 12-plex apartment buildings and three single story four-plex structures along 14th Avenue Northeast, which in that area, is a narrow half-road with no curb and gutter on the north side of the street, and not wide enough for any on-street parking.

Fourteenth Avenue would serve as the main collector street for traffic in and out of the PUD, which is scheduled for an up or down vote at the April 3rd council meeting.

At Monday night’s first reading on the PUD, the mayor said development in northeast Watertown as a whole has been, “mismanaged”……

Developers are seeking the PUD after a request for R-3 zoning was defeated by both the Planning Commission and City Council.

The Planning Commission recently recommended approval of the PUD on a 5-2 vote.
