WATERTOWN, S.D.–As spring arrives, so does pothole season in Watertown, and it was a topic of discussion at Monday night’s city council meeting.

The conversation on street budgets emerged as the council considered, and approved, a $673,000 bid from J & J Earthworks to repave 12th Avenue Northeast from 11th Street to 19th Street.
