WATERTOWN, S.D.–After hours of discussion that spanned multiple city council meetings and a work session, the Watertown City Council approved an ordinance Monday night that outlines the local rules and regulations for medical cannabis.

Principally, those rules limit the number of dispensaries that can sell medical cannabis within the city limits to three, and it sets the application fee for a business that wants to sell the drug at $25,000.

Councilman Bruce Buhler voted “no”…….

Mayor Ried Holien switched his vote to “no,” saying he doesn’t support limiting the number of dispensaries…

Councilman Mike Danforth supports the ordinance, and it’s conservative approach…

The final vote was 4-3 in favor of the ordinance.

Voting yes were Danforth, Randy Tupper, Glen Vilhauer and Dan Schutte.

Voting no were Buhler, Colin Paulsen and Ried Holien.

The ordinance contains an emergency clause allowing it to take effect in early October.
