WATERTOWN, S.D.–During Tuesday’s South Dakota Governor’s Agriculture Summit in Watertown, there was no talk of carbon capture pipelines, but Lieutenant Governor Larry Rhoden did mention there’s a lot of talk about property rights happening in the state right now.

A group of South Dakota lawmakers is circulating a petition calling for a special legislative session to address private property rights as they pertain to proposed carbon capture pipelines in South Dakota.
A special session can happen if two-thirds of state lawmakers sign the petitions, or if Governor Kristi Noem calls them back into session.
