PIERRE, S.D.–A bill from Governor Kristi Noem requiring a moment of silence at the start of a school day to allow for prayer or other reflection has been effectively killed by the House Education Committee.

The Committee voted 9-to-6 to send House Bill 1015 to the 41st legislative day, effectively killing it.
