South Dakota Highway Patrol releases more information on incident that prompted Amber Alert

PIERRE, S.D.–The South Dakota Highway Patrol has released more information about an incident last weekend that prompted a statewide Amber Alert.

It happened Saturday afternoon following a report of a possible kidnapping in Custer.

Thirty seven year-old Katrina Seay of Rapid City took two children–a nine year-old girl and five year-old boy–from their legal guardian’s home in Custer.

An amber alert was issued for the two children. Seay’s car was located on South Dakota Highway 44 headed towards Interstate 90. The Highway Patrol and other law enforcement followed the vehicle eastbound on Interstate 90. The Highway Patrol airplane also was used to monitor the vehicle’s direction of travel.

The vehicle took the Mitchell exit and a short pursuit took place within the city before Seay and an adult passenger in the vehicle, 40 year-old Matthew Cabaniss of Rapid City, were arrested.

Both children were found safe and later transported back to their guardian’s residence in Custer.

Charges are pending with the Division of Criminal Investigation and the Custer County Sheriff’s Office.
