North Dakota lawmakers going into special session next week

BISMARCK, N.D. (AP)–North Dakota lawmakers will return to the capitol next week for a special legislative session to make changes to the budget bill that was declared unconstitutional by the State Supreme Court.

Gov. Doug Burgum called for the special session to begin Monday.

The court ruled that the legislature was not allowed to approve any bill that contained more than one subject. Legislation passed during the special session would go into effect immediately.

By contrast, if lawmakers were to use the five days left at the end of the regular session, bills would not become law for 90 days unless an emergency clause was approved by two-thirds of the legislature.
