Dear Ron,

I recently was a subcontractor on a large building project. The general did an absolute terrible job. The other subs were in the way and we were almost a month late. We are not being paid and the general claims we owe him money because he assessed penalties. How can we owe money to the general contractor? Can the general contractor arbitrarily assess penalties?
