WATERTOWN, S.D.- There’s a definite difference of opinion on who should call a special legislative session in South Dakota to address eminent domain issues related to the possible construction of a carbon capture pipeline.

But in an interview on KWAT News today, the governor said without consensus from the legislature on what any final piece of legislation should look like, calling a special session wouldn’t do any good, and would be a waste of taxpayer money…
