WATERTOWN, S.D.–Several juveniles made news in Watertown last month when they were caught spray-painting graffitti on a number of downtown businesses.
Councilman Colin Paulsen pitched an idea to his colleagues at Monday night’s council meeting that could rectify that problem.
He suggests creating an, “art wall” downtown for kids that want to express their artistic talents….
